TYPES OF ASSISTANCE: Loans: If a loan is approved, repayment will be negotiated and stated in the contract (and Promissory Note) as signed. Payment will be adjusted based on the ability of the applicant to pay. Loans should be repaid within a 12-month period from the negotiated first payment. A note will be executed by the borrower and provision in the note will provide for collection in the event of default. It is imperative that commanders discuss collection remedies with the borrower in the event the loan is not paid back. NOTE: All loans and grants are for emergency, quality of life issues only. Service members and families requesting assistance due to financial irresponsibility (as determined by the Board) will be referred to an outside financial management counselor (Military One Source, etc.) for financial counseling. The Foundation is not intended for use to pay off debt, school tuition, or legal civil matters. Grants: The determination of a grant approval will be based upon ability of repayment. The board will consider the recommendation from the financial counselor regarding ability for repayment. Grants may be considered in catastrophic situations. Repayment ability is the governing factor in determining a grant or loan. Other than catastrophic situations, no one will be considered for a grant unless he or she meets with a financial counselor and the counselor recommends consideration. Emergency Assistance is given when: - A member cannot otherwise pay for specific basic needs-lack of which would affect the member’s military job or the essential quality of dignity of life the military wants for its members.
- The need is essential, not merely desirable
- It is aimed at specific needs and generally limited and established for immediate emergence needs.
- Military pay problems.

Medical Care: Emergency Travel: Travel related to medical care. Travel for funerals (assistance provided only for parental deaths, siblings and in situations where a military member was raised by the deceased). Assistance can be provided for expenses related to travel on a personal emergency.
All other requests will be evaluated on a case –by-case basis. The emergency assistance process combines an assessment of the emergency situation and an evaluation of the person’s budget to determine eligibility for a loan, grant or combination of both. Grants are reserved for basic needs, i.e. food, utilities, emergency travel, or medical or dental expenses. They are not normally used for vehicle repairs, moves or education. Unique cases should be considered by the full board. Each case is evaluated on its own merits. APPLICATION PROCESS: The Guard member should be referred by their Commanding Officer or Supervisors in order to request assistance. Commanders should read the loan application to better assist their soldiers in understanding the loan process. Spouses needing assistance must contact the military members unit or a member of the Texas National Guard Family Program Office at 1-800-252-8032, or complete the application and fax to 512-782-6953 for consideration. Payback agreement must be established. All assistance will initially be considered a loan unless the recipient requests grant consideration.
